Martin Basaldua, MD

Chief Medical Officer, Development

Dr. Basaldua established his private practice in 1985 and co-founded Kingwood Plaza Hospital, now Kingwood Medical Center, in 1986. Dr. Basaldua received his Medical degree from the University of Texas Health Science Center, San Antonio, and completed his residency in Family Medicine at the University of Texas Health Science Center, Houston. Board certified in Family Medicine since 1984, Dr. Basaldua also served in the U.S. Army from 1970-1976, of which two years were on Active Duty.

Dr. Basaldua has extensive experience in developing and leading value-based organizations from the physician’s perspective, and has served as Chairman of the Merit Independent Physicians Organization (IPA) and has served on the Board of Directors for the Renaissance IPA. He is a member of the Harris County Medical Society, the American Medical Association, the American Society of Physicians Executives, and the Texas Medical Association.

For his entire professional life, Dr. Basaldua has also been an active community and civic leader.

John Vanderzyl, MD

Chief Medical Officer, Clinical

Dr. John Vanderzyl is a native Houstonian and has been in private practice for more than 25 years. He is a medically licensed and credentialed family practitioner and managing partner of one of the most well-respected and successful independent group medical practices in Sugar Land and Southwest Houston, Sugar Lakes Family Practice, PC.

Dr. Vanderzyl received his undergraduate degree from Texas A&M University and earned his medical degree from The University of Texas Medical School in Houston. Dr. Vanderzyl completed a family practice residency program at Southwest Memorial Hospital, where he was Chief Resident.  

Dr. Vanderzyl has been in several leadership roles in value-based partnerships focused on aligning physician and health plan incentives to improve patient outcomes. Specifically, he has served as  the Southwest Region Leader and on the Board of Directors for the Memorial Hermann Physician Network (MHMD), and several board roles with the Renaissance Physicians Organization from 2003 to present.

Scott Huebner

CEO / Founder

Scott is the founder and visionary behind Apex Health Solutions and brings more than 20 years of executive level healthcare experience to the organization. Prior to forming Apex, Scott served as President of Operations for Cigna-HealthSpring. In that role, he led strategic planning and operations nationally across multiple regions in the United States. As a founding executive of HealthSpring, he was responsible for the development and management of at-risk Independent Physician Associations (IPAs) and Medicare Advantage/Medicaid insurance plans.     

Scott currently serves as an Independent Director for Health Fidelity, a company developing innovative value-based healthcare technologies for health plans. The firm created a comprehensive risk-adjustment solution for Medicare Advantage, Medicare ACO, and health insurance exchange programs in partnership with the University of Pittsburgh Medical Center (UPMC). 

Scott earned a Bachelor of Business Administration and Marketing degree from Texas A&M University, and also holds a certification in international business.

Nicole Clarke Luck

Chief Financial Officer

Nicole Clarke Luck is the Senior Vice President, Strategic Initiatives and Finance for Memorial Hermann’s Physician Enterprise including the Accountable Care Organization (ACO), Independent Physician Network (MHMD), Employed Medical Group (MHMG), Population Services Organization, and Post-Acute Services. 

Nicole is responsible for the strategic and operational finance functions within the physician enterprise, which includes evaluation of financial contracting decisions regarding commercial ACO and MSSP arrangements, valuation and due diligence of physician acquisitions, physician compensation structures, financial modeling, and monthly operational financial management. In this capacity, Nicole serves as the CFO for Apex Health Solutions, partnering extensively to improve alignment and performance with Memorial Hermann’s Health Plan.

Nicole graduated from James Madison University with BS in Health Care Administration and Business. She has worked in various facets of healthcare finance including corporate finance, investment banking and private equity.

Jay Hurt

SVP, Operations

Jay brings over 20 years of experience to Apex in the areas of Medicare and Medicaid Health Plan operations and IPA operations. Jay spent over 18 years with HealthSpring and Cigna-HealthSpring (post acquisition), and most recently served as Senior Operations Director, responsible for the operational and financial performance of the Medicare Advantage and Medicaid business in Texas. The scope of operations included over 150,000 covered lives and $1.5 billion in federal and state revenue. 

Previously, Jay was President of GulfQuest in Texas, which included oversight of Renaissance Physician Organization (RPO), 350+ FTEs and a P&L of over $1 billion per year. Jay was COO of GulfQuest before assuming the President role, similarly responsible for operational areas, including Medical Management, Claims, Network and Facility Operations, Coding, Credentialing, Customer Service, Sales and Marketing, Informatics and Finance. 

Mr. Hurt began his career as an Administrator/Senior Administrator with Beaumont & Sabine Neches IPA in Houston. Jay earned a Bachelor of Business Administration degree from Texas Tech University and a Master of Science in Healthcare Administration degree from Trinity University.

Chris Wright

SVP, Enterprise Operations & Product Commercialization

Chris brings more than 25 years of experience to Apex. Most recently, Chris worked as an independent consultant, serving as an Entrepreneur in Residence with UPMC Enterprises, developing a post-acute care risk-based network strategy. Prior to this, Chris was the VP of Networks & Business Development with Oncolign, a company partnering with oncology practices to operationalize risk-based arrangements for cancer care. 

Chris spent three years as VP of Networks for naviHealth, a post-acute care benefit management company, and preceding naviHealth, was the VP of Operations with Cigna-HealthSpring. Over 7+ years, he built, developed and subsequently managed multiple de novo IPAs in Tennessee, representing more than 225 PCPs and 2,500 specialists across the region. Each Independent Physician Association (IPA) represented a fully capitated risk-bearing entity with additional results-based financial incentives.  

Prior to Cigna-HealthSpring, Chris spent several years in operational and strategic roles with Emdeon. Chris launched Silicon Medical in the late 1990s, an online marketplace, facilitating medical supply and pharmaceutical purchasing activities for healthcare entities in Brazil. He was also a member of Equitable Securities’ investment banking group, engaging in private equity fundraising and M&A opportunities. 

Chris earned a Bachelor of Science degree in Languages from Georgetown University and a Master of Business Administration degree in Operations and Accounting from Vanderbilt’s Owen Graduate School of Management.

Nathan Allen

SVP, Network Operations

Nathan brings more than 20 years of experience to Apex. Most recently, Nathan was the Market Manager and COO for Cigna-HealthSpring of Texas. In this role, Nathan had responsibility for all aspects of Cigna-HealthSpring’s Texas operations, with P&L responsibility of over $1.3 billion in revenue and 100,000 Medicare Advantage lives. 

Prior to this, Nathan was VP of Network Operations for GulfQuest, managing the IPA operations of Renaissance Physician Organization (RPO) and ensuring the network of physicians (400 PCPs and 1,500 Specialists) provided quality care and engaged in effective cost management initiatives. During this time, Nathan was also responsible for the operations of the Living Well Clinics in Texas, seven PCP clinics with high emphasis on treatment of Medicare Advantage patient populations. Throughout his tenure, Nathan has built, developed, contracted and managed all aspects of high-performing networks within the organization.

Before HealthSpring, Nathan was Manager of Admissions at Texas Children’s Hospital with oversight of over 40 FTEs and monthly insurance revenues of approximately $48 million. Mr. Allen was with North American Medical Management in the late 1990s and ultimately began his career with Humana health plan in the mid-1990s. 

Nathan earned a Bachelor of Science degree in Healthcare Administration from Southwest Texas State University.
